Add Post-Quantum (EF) team

This PR adds the EF's Post-Quantum team, with Thomas Coratger as its sole member (formerly of Cryptograph team).

Although the EF's Post-Quantum team is new, Thomas is an existing member, and we expect him to continue working on eligible work within the Post-Quantum team for the foreseeable future. Thus this PR does not expand eligibility in any way, other than adding a new team to house the existing member. Thomas will keep his existing start dates, it wont be reset alongside the creation of this team.

The Post Quantum team is focused on Ethereum’s transition to post-quantum security. Our main focus currently is the consensus layer, specifically replacing BLS signatures with a post-quantum alternative and aggregating them using SNARK techniques. We are also working on the Python specification for the new lean consensus mechanism and on running its devnets.

On a more occasional basis for now, but likely with a more significant role in the future, we are also working on the execution and data availability layers of the post-quantum transition, in close collaboration with the cryptography team on all research and theory-related aspects.

I believe the Post Quantum team should be added as an eligible team within Protocol Guild, as this topic is becoming increasingly important for Ethereum given the growing threat of quantum computing. As applied cryptography researchers, we work closely with the cryptography team and are authors or major contributors to some of the largest open-source libraries around SNARKs, including Plonky3, Binius, and leanVM. These libraries are particularly relevant to Ethereum’s post-quantum transition, but also have broader applications across the Ethereum ecosystem.
