Minimal CI behavior validation; no production data accessed.
This change emits one fixed marker from the pull-request decision entrypoint and exits before task-graph generation. It does not enumerate the environment, access Taskcluster APIs or secrets, create child tasks, or modify any production data beyond the automatically created pull-request decision task.
